Katy Perry will not be performing tonight at the MTV Video Music Awards, but she's already stolen the show.
At 7:17 pm, the singer ("I Kissed A Girl") arrived and it was if everything happening at Radio City Music Hall just stopped. All eyes (and cameras) were on Katy, and rightfully so, as she wore an outfit that she swore the night before would be described as "dressed to kill."
